In December 2024, the Sixth Committee of the Senate of the Republic approved in its first debate Bill No. 232 of 2024, which defines and establishes the conditions for the development of national railway infrastructure.
This project aims to regulate activities related to the provision of public railway transport services for cargo and passengers across the national network.
Additionally, it seeks to establish conditions for infrastructure development, institutional organization, economic regulation, and mechanisms for management and financing. It also proposes guidelines to promote intermodality, interoperability, and complementarity in the sector.

The approval of this law represents a strategic move to reactivate and modernize the country’s railway network, which currently operates at 31% of its capacity.
Key Figures
Colombia’s railway network spans 3,533 km, with 1,610 km managed by the National Infrastructure Agency (ANI), 1,734 km by the National Roads Institute (Invías), and 189 km by private sectors. The goal is to enhance connectivity between production centers, ports, and consumption regions.
In this regard, the Minister of Transport, María Constanza García Alicastro, celebrated this legislative milestone, emphasizing that the law will promote railway transport as an economic driver, integrating regions, creating jobs, and reducing logistical costs for businesses.
Finally, the reactivation of railway transport is also expected to lower logistical costs for companies by 25% and travel times by 23.5%, according to recent reports.
