The push for green mobility in Brazil gains momentum with the publication of a new decree that sets mandatory requirements for the commercialization and importation of vehicles.
The regulation is part of the Programa de Mobilidade Verde e Inovação (MOVER), aimed at aligning the automotive industry with global sustainability and innovation standards.
Key requirements of the new decree
The regulation outlines technical and environmental standards that companies must comply with:
- Energy efficiency and CO₂ emissions: Companies must demonstrate minimum efficiency levels and control emissions from both tank-to-wheel and well-to-wheel.
- Vehicle recyclability: Vehicles must meet criteria that promote the reuse and recycling of materials, supporting circular economy practices.
- Labeling standards: Brands must provide transparent information about vehicle efficiency, safety, and component origin on their websites and user manuals.
- Safety and assistive technologies: Structural performance and vehicle safety must be improved with modern, assistive features.

A milestone for green mobility in Brazil
The new regulation strengthens the commitment to green mobility, requiring automakers and importers to certify compliance with these standards before the Ministry of Development, Industry, Commerce, and Services (MDIC).
Moreover, as of January 1, 2027, companies will need to disclose the full life cycle carbon footprint of their products—from raw material extraction to end-of-life disposal.
While the decree is effective immediately, the new certification process will begin on June 1, 2025. All current registrations under Decree nº 9.557/2018 will be revoked on that same date.
This regulatory shift is a strategic opportunity for the Brazilian automotive industry to adapt to future sustainability challenges. With this new decree, green mobility becomes a central pillar of the country’s energy and technological transformation.
