At the end of 2024, the city of Cartagena received authorization from the Ministry of Transport for the circulation of electric cars for tourism-related activities.
The decision by the National Government, aligned with the objectives of the 2022-2026 National Development Plan, promotes environmental protection, the transition to clean energy, and respect for animal rights.
The implementation of electric cars will aid in the reduction of greenhouse gas emissions, contributing to improved air quality in the city. Additionally, they will offer a more modern and sustainable tourist experience, and the transition will create new job opportunities in the electric mobility sector.

Transition Details
RCN Radio reports that the electric cars will retain the traditional design of horse-drawn carriages, aligning with the city’s aesthetic.
However, during an interview with RCN Radio, Mayor Dumek Turbay revealed that, before the end of 2024, they will finalize agreements with the company responsible for the vehicle manufacturing.
“I would say that before the end of the year, we could already announce how the agreement with the company manufacturing the cars will work and also specify which car we will buy so that in the first week of January we can proceed to sign the contract, and the manufacturer can inform us how they will deliver the 60 cars,” the mayor explained.
He also detailed the progress made so far regarding the transition from horse-drawn carriages to electric vehicles this year.
