Mexico: Electromobility Regulations Published

Mexico’s National Regulatory Improvement Commission (Conamer) has published the agreement by which the Energy Regulatory Commission (CRE) issues the general administrative provisions on electromobility to integrate the charging infrastructure for electric and hybrid vehicles into the National Electric System (SEN).

According to the document published in the Conamer, the provisions have the general objective of regulating the orderly connection of charging infrastructure for electric and hybrid vehicles, in a safe manner to the SEN, as well as the development of a digital platform that allows to know the evolution of the charging infrastructure in Mexico.

To this end, the organization requests to establish the general requirements to be met by those interested in integrating charging infrastructure to the SEN.

Key Aspects

It points out the importance of promoting the participation of qualified personnel in the installation and connection of equipment dedicated to the charging of electric and hybrid vehicles that will receive electricity supply from the SEN.

Establish the information to be provided by End Users and Suppliers in order to integrate a system (Platform) of relevant public information on the charging infrastructure of such vehicles.

It is indicated that based on the National Electric System Development Program (Prodesen) 2022-2036, where it is determined that Smart Grids provide greater precision and flexibility in the management of the demand and consumption of electric energy and modify the current concept of the unidirectional Electric Grid at the distribution level.

Likewise, a Forbes report reviewing the document states that by 2036 a scenario of light electric vehicles, cargo vehicles and buses is proposed, reaching the integration of around 4.9 million electric vehicles, which would mean 32.3% of the motor vehicles estimated to be marketed in 2036.

The CRE indicates that the provisions are of public order, general interest and observance throughout the national territory and shall be subject to its compliance, the National Energy Control Center, Distributors, Suppliers, and End Users for the integration of charging infrastructure to the SEN.
