In the heart of the most dynamic metropolitan area in northern Mexico<\/strong>, the San Pedro Auditorium<\/strong> was the stage for a presentation that promises to change how we conceive urban mobility in Latin America.<\/p>\n\n\n\n

During the “Latam Mobility North America 2026<\/strong>” summit, Gabriel Todd<\/strong>, Secretary of Urban Development and Mobility for San Pedro Garza Garc\u00eda<\/strong>, presented “Siti Park<\/strong>,” an innovative concept that seeks to solve the most complex equation facing the municipality: how to manage the massive flow of vehicles from outside without sacrificing the quality of life for its residents<\/strong>.<\/p>\n\n\n\n

With a forward-thinking vision, Todd detailed the pillars of this strategy, which, far from remaining on paper, will begin implementation in the coming months. “Today we are going to present a very interesting topic, very important for the future of the municipality of San Pedro Garza Garc\u00eda<\/strong>. It’s a vision that we will implement in the coming months or years to come,” he stated, capturing the attention of the attendees.<\/p>\n\n\n\n

Small Municipality, Big-City Problems<\/strong><\/h2>\n\n\n\n

The picture Gabriel Todd<\/strong> painted left no doubt about the magnitude of the challenge. The Monterrey metropolitan area is made up of nine main municipalities, although in reality, 20 are impacted by the dynamics of this large city<\/strong>.<\/p>\n\n\n\n

In this context, San Pedro Garza Garc\u00eda is one of the smallest<\/strong>, with barely 135,000 inhabitants<\/strong>. However, it has the particularity of concentrating the highest per capita income in Latin America <\/strong>within its small territory.<\/p>\n\n\n\n

But this characteristic, far from being an advantage, has become a mobility magnet. “We quickly went from 2 to 3 million cars in the state<\/strong>. In San Pedro, we only have 150,000 of those 3 million registered<\/strong>. However, seven out of every ten people employed in the municipality come from outside, from one of those 20 municipalities that make up the metropolitan region,” Todd revealed.<\/p>\n\n\n\n

The result is a massive imbalance. “You can probably imagine: this small municipality with 135,000 inhabitants and 150,000 registered cars suddenly receives, every morning during rush hour, a significant number of cars that doubles what we have registered. That is, we have 300,000 additional cars circulating on top of those already registered<\/strong>,” he explained.<\/p>\n\n\n\n

Given this scenario, Todd was emphatic: “We are accustomed to a lifestyle we’ve been dragging along since the last century, where any increase in people’s income, the first thing they buy is a new car or a house. We are facing a major systemic problem<\/strong>, and we have to start doing things differently if we want to maintain an adequate standard of living.”<\/p>\n\n\n\n

Siti Park: A Comprehensive Vision<\/strong><\/h2>\n\n\n\n

Todd presented Siti Park<\/strong>, a concept that seeks to integrate multiple existing tools into a single urban management ecosystem<\/strong>. “The idea is to figure out how we can have a real vehicle registry that shows the effective number of cars that ‘sleep’ in San Pedro, to compare with those that don’t sleep here,” he explained.<\/p>\n\n\n\n

One current problem is the lack of clarity about which vehicles truly belong to the municipality. “Although we have 150,000 cars registered in a state database, in the municipality we have the particularity that there are many businessmen whose cars are registered in other municipalities. It’s not clear which cars sleep here at the start and which come from outside<\/strong>,” he pointed out.<\/p>\n\n\n\n

The solution involves linking property tax payment with concrete mobility benefits<\/strong>. Todd’s proposal is audacious: “Why not add that when paying property tax, the citizen automatically has a percentage of the parking meter payment in their area prepaid?” he suggested.<\/p>\n\n\n\n

“We are used to seeing parking meters as those ugly, metallic instruments, created in 1952, that stuck in our psyche. But today, with technology, that’s behind us. Now you can, through a technological application, have the same service with your cell phone<\/strong>,” he said.<\/p>\n\n\n\n

Technology as an Ally<\/strong><\/h2>\n\n\n\n

The Siti Park<\/strong> model is built on two technological applications <\/strong>already operating in the municipality that will be integrated to create a single system.<\/p>\n\n\n\n

On one hand, Kigo<\/strong>, the private company that currently manages public and private parking meters in San Pedro. On the other hand, Pool<\/strong>, a carpool application already used successfully at the Autonomous University of Nuevo Le\u00f3n<\/strong>, which will begin a pilot test this week with the municipality’s own employees.<\/p>\n\n\n\n

“These two applications merge and create a unique model for San Pedro<\/strong> that allows us to give incentives to all those who arrive by carpool <\/strong>so they can park for free if necessary<\/strong>. If four people come in one vehicle, it means they left three outside the municipality, so I no longer have the traffic chaos,” Todd explained.<\/p>\n\n\n\n

The objective is clear: to intelligently and effectively reduce those 300,000 additional cars that cause congestion during rush hour<\/strong>.<\/p>\n\n\n\n

“If we start controlling, focusing our efforts on public space management, great areas of opportunity open up. You can regulate public space for security reasons<\/strong>, you’ll have more effective control of your vehicle registry, and finally, you can give those who pay property tax the advantages of this payment,” he emphasized.<\/p>\n\n\n\n

Discouraging Long-Term Occupancy<\/strong><\/h2>\n\n\n\n

Another pillar of the Siti Park<\/strong> model is progressive rates, designed to discourage visitors from occupying streets for extended periods.<\/p>\n\n\n\n

“The parking meter can be regular: 10 pesos the first hour, 10 pesos the second hour, and from the third hour onward, 40 pesos. This forces the individual who needs to leave the car all day to seek private property for it, come by carpool, or use a Park and Ride<\/strong> scheme,” Todd detailed.<\/p>\n\n\n\n

And, as the secretary pointed out, the municipality has underutilized infrastructure that can be leveraged. “In Paseo San Pedro<\/strong>, we have three parking levels with excess capacity, also in Punto Valle. There are many available spaces that can be used for a Park and Ride<\/strong> scheme,” he noted.<\/p>\n\n\n\n

The economic logic behind this proposal is compelling. Todd questioned the current disparity: “You go to a vacant lot in downtown Monterrey <\/strong>and they charge you 30 pesos per hour, while the public parking meter is at 2 or 5 pesos. Why should leaving my private vehicle, which is private property, cost zero or be free if it’s public, and cost 30 pesos if it’s private? It should at least cost the same.”<\/p>\n\n\n\n

For Todd, this “lack of self-esteem of the public” has led us to “shoot ourselves in the foot and create congestion problems systematically.” The solution involves recovering the value of public space<\/strong>, giving it the value it has to regulate ourselves and decrease congestion over time.<\/p>\n\n\n\n

From Manual to Technological<\/strong><\/h2>\n\n\n\n

Todd was clear that this is a vision for the future that will be implemented gradually. “Obviously, we aren’t implementing it yet. We are looking at how, in the future, we can roll it out neighborhood by neighborhood for the benefit of the residents<\/strong>,” he clarified.<\/p>\n\n\n\n

The plan includes a simpler first phase: “First, we will benefit with a manual scheme of simply putting a yellow line or a color to be determined so that it’s for exclusive resident use, where only neighbors can park in their area. Then we’ll move towards the technological proposal through the applications<\/strong>.”<\/p>\n\n\n\n

The final objective is clear: “What we want is to return peace and tranquility to the resident<\/strong>, and to the visitor, to have them help us and organize better with carpooling, or use public transportation, or look to park on private property. And for the market itself to also have innovation.”<\/p>\n\n\n\n

One of the most relevant aspects of Todd’s presentation was his insistence that this model is not exclusive to San Pedro<\/strong> but can be replicated in other municipalities in Mexico and Latin America<\/strong>.<\/p>\n\n\n\n

And he concluded with an open invitation: “This is how we see that we can move forward through this comprehensive concept called Siti Park<\/strong>, where three or four existing concepts come together to improve our quality of life in San Pedro Garza Garc\u00eda<\/strong>. And it’s an idea that can also be exportable to other municipalities.”<\/p>\n\n\n\n
