{"id":64403,"date":"2026-04-27T05:00:00","date_gmt":"2026-04-27T10:00:00","guid":{"rendered":"https:\/\/latamobility.com\/?p=64403"},"modified":"2026-04-21T11:08:40","modified_gmt":"2026-04-21T16:08:40","slug":"brazil-salvador-and-belem-lead-active-mobility-projects-with-nature-based-solutions","status":"publish","type":"post","link":"https:\/\/latamobility.com\/en\/brazil-salvador-and-belem-lead-active-mobility-projects-with-nature-based-solutions\/","title":{"rendered":"Brazil: Salvador and Bel\u00e9m Lead Active Mobility Projects with Nature-based Solutions"},"content":{"rendered":"\n<p>As part of <strong>&#8220;Latam Mobility &amp; Net Zero Brasil 2026&#8221;<\/strong> held in S\u00e3o Paulo, the panel <strong>&#8220;Mobility, climate, and city: Integrating solutions for sustainable urban development&#8221;<\/strong> brought together representatives from <strong>Salvador<\/strong>, <strong>Bel\u00e9m<\/strong>, and the <strong>Federal Government of Brazil<\/strong>.<\/p>\n\n\n\n<p>The conversation, moderated by <strong>Ariadne Samios<\/strong> of <strong>WRI Brasil<\/strong>, highlighted the urgent need to <strong>create cross-sector policies<\/strong> that combine <strong>active mobility<\/strong>, <strong>green infrastructure<\/strong>, and <strong>climate adaptation<\/strong> to build <strong>more resilient, fair, and livable cities<\/strong>.<\/p>\n\n\n\n<p>The discussion took place under the <strong>Mutir\u00e3o Brasil<\/strong> program, an initiative led by <strong>C40<\/strong> together with <strong>Gecon<\/strong> and supported by <strong>Bloomberg Philanthropies<\/strong>, which aims to give Brazilian municipalities a leading role in implementing climate change projects.<\/p>\n\n\n\n<p>Panelists agreed that <strong>active mobility<\/strong> and <strong>nature-based solutions (NBS)<\/strong> cannot follow separate paths \u2014 they must be <strong>integrated from design to execution<\/strong>.<\/p>\n\n\n\n<p><strong>You may also be interested in<\/strong> | <strong><a href=\"https:\/\/latamobility.com\/en\/power-pooling-dc-storage-and-720-kw-chargers-huaweis-portfolio-for-electric-bus-fleets\/\">Power Pooling, DC Storage, and 720 kW Chargers: Huawei\u2019s Portfolio for Electric Bus Fleets<\/a><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-salvador-bets-on-bike-lanes-and-nbs\"><strong>Salvador Bets on Bike Lanes and NBS<\/strong><\/h2>\n\n\n\n<p><strong>Manuela Accioly<\/strong>, architect and urban planner who coordinates the active mobility agenda at the <strong>Salvador Mobility Secretariat (Semob)<\/strong> , shared her city&#8217;s progress.<\/p>\n\n\n\n<p>She explained that <strong>Salvador<\/strong> already has a <strong>solid bike lane plan<\/strong> delivered in 2024, including diagnosis, goals, and clear premises. However, the main challenge has been <strong>governance and intersectoral integration<\/strong> within the municipality itself.<\/p>\n\n\n\n<p>&#8220;We published a decree creating an intersectoral committee with participation from strategic secretariats, such as Sustainability. Our mission is to move forward in a coordinated manner to implement the plan,&#8221; said <strong>Accioly<\/strong>. Thanks to support from the <strong>Mutir\u00e3o<\/strong> program, <strong>Salvador<\/strong> is developing a <strong>model project<\/strong> on a complex connection: <strong>Avenida Mario Leal Ferreira<\/strong>, which links to a transport station and a strategic region like <strong>Iguape<\/strong>.<\/p>\n\n\n\n<p>For one year, the team will work on a project that incorporates <strong>nature-based solutions<\/strong>, <strong>green infrastructure<\/strong>, <strong>drainage<\/strong>, <strong>filtration<\/strong>, and <strong>tree planting<\/strong> along the bike path network. The hope is that this pilot experience can be <strong>replicated across the existing network<\/strong>.<\/p>\n\n\n\n<p>&#8220;We want to show the population \u2014 and the administration itself \u2014 not only that this is possible, but how necessary it is to coordinate planning,&#8221; she stated.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-belem-transforms-its-historic-center\"><strong>Bel\u00e9m Transforms its Historic Center<\/strong><\/h2>\n\n\n\n<p><strong>Marcus Athayde<\/strong>, architect and urban planner, Director of Urban Development of <strong>Bel\u00e9m<\/strong>, presented the <strong>Belo Centro<\/strong> plan, an ambitious <strong>requalification of the historic center<\/strong> of the Amazonian city. <strong>Athayde<\/strong> described a chaotic scenario: narrow streets, informal occupation, roads invaded by vehicles, and constant flooding due to the tide level \u2014 worsened by climate change.<\/p>\n\n\n\n<p>&#8220;The historic center of Bel\u00e9m is on a floodplain. Our challenge is to transform this space, where pedestrians literally share the road with cars,&#8221; he explained. The strategy includes <strong>creating large pedestrian walkways<\/strong>, applying <strong>tactical urbanism<\/strong>, and <strong>organizing informal workers<\/strong>.<\/p>\n\n\n\n<p><strong>Athayde<\/strong> also highlighted that <strong>COP30<\/strong> left a tangible legacy: the <strong>renewal of 30% to 40% of the public transport fleet<\/strong>, including <strong>electric buses<\/strong>.<\/p>\n\n\n\n<p>&#8220;Active mobility is a fundamental pillar for rescuing and rehabilitating the historic center,&#8221; he stated. He also mentioned that the historic center is the neighborhood with the <strong>fewest trees<\/strong>, so they are working with the Environment Secretariat on a <strong>tree planting plan<\/strong> to ensure thermal comfort for pedestrians.<\/p>\n\n\n\n<p><strong>Athayde<\/strong> acknowledged that changing the paradigm of a city where <em>&#8220;everyone drives a car&#8221;<\/em> is an ongoing task \u2014 even within city hall itself \u2014 but he is confident that with support from <strong>WRI Brasil<\/strong> and <strong>C40<\/strong>, they will be able to run <strong>street closure tests<\/strong> on upcoming holidays.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/Panel-5-d-1024x683.jpg\" alt=\"Brasil\" class=\"wp-image-64397\" srcset=\"https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/Panel-5-d-1024x683.jpg 1024w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/Panel-5-d-300x200.jpg 300w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/Panel-5-d-768x512.jpg 768w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/Panel-5-d-1536x1024.jpg 1536w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/Panel-5-d-600x400.jpg 600w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/Panel-5-d.jpg 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Manuela Accioly<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-federal-government-mobilizes-record-financing\"><strong>Federal Government Mobilizes Record Financing<\/strong><\/h2>\n\n\n\n<p><strong>Mauricio Guerra<\/strong> presented the vision of <strong>Brazil&#8217;s Ministry of Environment and Climate Change<\/strong>, emphasizing that the <strong>climate agenda is a national priority<\/strong>. He reminded the audience that <strong>Brazil<\/strong> has committed to reaching <strong>net zero emissions by 2050<\/strong>, with ambitious deforestation reduction targets (53% less emissions compared to 2022, and 99% reduction in indigenous lands).<\/p>\n\n\n\n<p>He also highlighted the creation of <strong>17 sectoral adaptation plans<\/strong> and <strong>7 mitigation plans<\/strong>, including one specifically for cities.<\/p>\n\n\n\n<p><strong>Guerra<\/strong> underscored that Brazil&#8217;s new <strong>Nationally Determined Contribution (NDC)<\/strong> incorporates the <strong>CHEMP commitment<\/strong>, which requires that planning, actions, and climate financing be shared with <strong>states, municipalities, and civil society<\/strong>. &#8220;It makes no sense to prepare the climate agenda without municipalities,&#8221; he stated.<\/p>\n\n\n\n<p>Under the <strong>Green and Resilient Cities<\/strong> program, the ministry is promoting <strong>three major integrated axes<\/strong>: <strong>sustainable urban mobility<\/strong>, <strong>nature-based solutions<\/strong>, and <strong>green areas and urban tree planting<\/strong>. The goal is to achieve an <strong>additional 180,000 hectares of green coverage<\/strong> in Brazilian cities by 2035 \u2014 equivalent to at least 30% green coverage.<\/p>\n\n\n\n<p>On financing, <strong>Guerra<\/strong> announced that the <strong>Climate Fund<\/strong> went from <strong>300 million reais in 2022 to 27 billion reais in 2026<\/strong>. These resources are available for sustainable energy, active mobility, electric mobility, tree planting, and nature-based solutions. Additionally, <strong>nearly 20 million reais in non-repayable funds<\/strong> will be allocated this year for the <strong>Arboriza Cidade<\/strong> program.<\/p>\n\n\n\n<p>The ministry also launched the <strong>Adapta Cidade<\/strong> initiative, which provides for the preparation of <strong>581 local climate adaptation plans<\/strong>. And to make access to resources easier, they created a <strong>project bank<\/strong> open until <strong>April 19, 2026<\/strong>, where cities, states, and consortia can submit initiatives in the six axes of the <strong>Green and Resilient Cities<\/strong> program. In the first call, demand exceeded <strong>10 billion reais<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-governance-transversality-and-paradigm-shift\"><strong>Governance, Transversality, and Paradigm Shift<\/strong><\/h2>\n\n\n\n<p><strong>Ariadne Samios<\/strong>, moderator and Active Mobility Coordinator at <strong>WRI Brasil<\/strong>, closed the panel by asking: what needs to change in municipalities so that adaptation and resilience projects are <strong>born already integrated<\/strong>?<\/p>\n\n\n\n<p><strong>Manuela Accioly<\/strong> responded that the main challenge is <strong>raising awareness among municipal managers<\/strong>. &#8220;An adapted city is also a city that mitigates. We need to understand that mobility is not just transportation \u2014 especially when we talk about active mobility. The secretariats must speak the same language,&#8221; she stated.<\/p>\n\n\n\n<p>She gave a concrete example: &#8220;In Salvador, if a bike path isn&#8217;t tree-lined, people won&#8217;t bike because of the heat. We need the sustainability and mobility secretariats to talk to each other and match resources.&#8221;<\/p>\n\n\n\n<p><strong>Accioly<\/strong> insisted that <strong>urban design sends a message to citizens<\/strong>. <em>&#8220;<\/em>A city with good, wide, tree-lined sidewalks is saying that people should walk. A connected and safe bike path network says they should bike. Today, 80% of the roads are occupied by cars. We must combat this perverse hierarchy.&#8221;<\/p>\n\n\n\n<p>For his part, <strong>Marcus Athayde<\/strong> warned about the risk of <strong>repeating mistakes in small cities<\/strong>. He gave the example of <strong>Soure<\/strong> on <strong>Maraj\u00f3 Island<\/strong>, which installed its first traffic light with great fanfare \u2014 when traffic was minimal. &#8220;We are repeating the same mistakes. We are not looking at small cities,&#8221; he lamented. He reiterated the need to <strong>facilitate access to financing<\/strong> and to work on <strong>raising awareness from the mayor down to the staff<\/strong> (frontline workers).<\/p>\n\n\n\n<p><strong>Mauricio Guerra<\/strong> closed by emphasizing the need to invest in <strong>policy transversality<\/strong> and in using <strong>future data<\/strong>, not just past data. &#8220;Properly preparing municipalities to minimize loss of life and damage is fundamental. Our policies and actions must give prominence to the people who walk, bike, and use public transport.
