We call this multi-level governance,&#8221; she explained.<\/p>\n\n\n\n<p>According to the specialist, <strong>practice accelerates when everyone works together for the common good<\/strong> \u2013 which speeds up implementation and results.<\/p>\n\n\n\n<p>Today, <strong>Brazil<\/strong> is at a moment where public policies are <strong>financing electromobility initiatives<\/strong>, and at the same time, municipalities are <strong>ready to implement them<\/strong> \u2013 carrying out contracts and tenders, and <strong>moving from pilot projects to a medium- and long-term strategy<\/strong> to incorporate electric bus fleets in cities.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-b-1024x683.jpg\" alt=\"C40\" class=\"wp-image-64414\" srcset=\"https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-b-1024x683.jpg 1024w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-b-300x200.jpg 300w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-b-768x512.jpg 768w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-b-1536x1024.jpg 1536w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-b-600x400.jpg 600w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-b.jpg 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-multi-level-governance-to-accelerate-results\"><strong>Multi-level Governance to Accelerate Results<\/strong><\/h2>\n\n\n\n<p><strong>H\u00e9linah Cardoso<\/strong> was emphatic: the electromobility agenda <strong>cannot be efficient or accelerated<\/strong> if it&#8217;s not <strong>everyone&#8217;s agenda<\/strong> \u2013 and if we don&#8217;t know how to use the strengths that each institution and each person brings. So she proposed looking at each level of government:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>federal government<\/strong> provides public policies.<\/li>\n\n\n\n<li><strong>States<\/strong> participate especially in metropolitan region policies.<\/li>\n\n\n\n<li><strong>Cities<\/strong> have a fundamental role in <strong>operation, contract design, and planning<\/strong>.<\/li>\n\n\n\n<li>The <strong>private sector<\/strong> fulfills specific functions so that electromobility grows, advances, and becomes <strong>increasingly beneficial for people<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>&#8220;If we manage to speak more to everyone, we won&#8217;t just be benefiting populations and developing technologies \u2013 we&#8217;ll also be delivering better conditions for ourselves and for the territory where we live,&#8221; she stated.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-c40-the-global-covenant-and-mutirao-brasil\"><strong>C40, the Global Covenant and Mutir\u00e3o Brasil<\/strong><\/h2>\n\n\n\n<p><strong>Cardoso<\/strong> spoke on behalf of two city networks: <strong>C40<\/strong> and the <strong>Global Covenant of Mayors for Climate &amp; Energy (GCoM)<\/strong> . She explained that these organizations work with cities around the world to promote <strong>increasingly qualified responses to climate change<\/strong>.<\/p>\n\n\n\n<p>&#8220;Our big mission in recent years has been to understand what territories and the people living in them need, and to support turning that into projects \u2013 moving from a plan or an idea into concrete action on the ground,&#8221; she noted.<\/p>\n\n\n\n<p>Among their lines of work, she mentioned <strong>technical structuring of electromobility and urban mobility projects<\/strong>, <strong>facilitating knowledge exchange<\/strong> among cities and municipalities, and <strong>accelerating learning and scalability<\/strong> of these actions.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-c-1024x683.jpg\" alt=\"C40\" class=\"wp-image-64417\" srcset=\"https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-c-1024x683.jpg 1024w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-c-300x200.jpg 300w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-c-768x512.jpg 768w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-c-1536x1024.jpg 1536w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-c-600x400.jpg 600w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-c.jpg 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>During her presentation, <strong>H\u00e9linah Cardoso<\/strong> announced that the <strong>Mutir\u00e3o Brasil<\/strong> program is currently being implemented \u2013 an initiative also mentioned in the previous session by <strong>WRI Brasil<\/strong>. &#8220;It&#8217;s an initiative to actually take the climate issue off the paper and turn it into action in cities,&#8221; she explained. The program seeks to <strong>mobilize and structure projects<\/strong> in transport, urban mobility, and also waste.<\/p>\n\n\n\n<p><strong>Cardoso<\/strong> thanked and highlighted the strategic partners in this effort: the <strong>National Front of Mayors (Frente Nacional de Prefeitas e Prefeitos)<\/strong> , which has been a great political ally; the ministries; <strong>WRI Brasil<\/strong> for all its expertise in urban mobility; and <strong>CCT<\/strong>, a partner in electrification. &#8220;So be it \u2013 may we electrify many fleets in Brazilian cities,&#8221; she wished.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-invitation-to-be-part-of-the-change\"><strong>Invitation to be part of the change<\/strong><\/h2>\n\n\n\n<p>To conclude, the <strong>C40\/GCoM Engagement Lead<\/strong> invited everyone in the room working on electromobility to <strong>photograph and get to know the participating cities<\/strong>, because &#8220;we will need you to make things happen.&#8221;<\/p>\n\n\n\n<p>&#8220;With this connection, I&#8217;m certain we will go far,&#8221; she concluded, receiving warm applause from the audience.<\/p>\n\n\n\n<p><strong>H\u00e9linah Cardoso<\/strong>&#8216;s keynote left a clear message: <strong>sustainable electromobility is not built alone<\/strong> \u2013 it&#8217;s built through <strong>networks, alliances, and multi-level governance that integrates all actors<\/strong>.<\/p>\n\n\n\n<p>Only then can projects <strong>leave the paper<\/strong>, <strong>scale up<\/strong>, and generate <strong>real impact on people&#8217;s quality of life<\/strong> and on <strong>climate change mitigation in Latin America<\/strong>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-a-1024x683.jpg\" alt=\"C40\" class=\"wp-image-64411\" srcset=\"https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-a-1024x683.jpg 1024w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-a-300x200.jpg 300w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-a-768x512.jpg 768w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-a-1536x1024.jpg 1536w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-a-600x400.jpg 600w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/04\/C40-a.jpg 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-2026-of-consolidation-for-mobility\">A 2026 of Consolidation for Mobility<\/h2>\n\n\n\n<p>The <strong>Latam Mobility 2026 Tour<\/strong> continues its journey through the region, with the next meeting taking place in <strong><a href=\"https:\/\/latamobility.com\/en\/summit\/latam-mobility-netzero-brazil-2026\/\">S\u00e3o Paulo, Brazil<\/a>, on April 15 and 16<\/strong>. There, leaders from the public and private sectors will gather to analyze the progress and challenges of sustainable mobility, the electrification of transportation, and new opportunities for the energy transition in Latin America.<\/p>\n\n\n\n<p>This event has established itself as a key platform for connecting companies, authorities, startups, and institutions that are driving innovative solutions in clean transportation, charging infrastructure, renewable energy, and new technologies for the mobility of the future.<\/p>\n\n\n\n<p>After Brazil, the tour will continue in <strong><a href=\"https:\/\/latamobility.com\/en\/summit\/latam-mobility-colombia-2026\/\">Medell\u00edn, Colombia<\/a>, on June 10 and 11<\/strong>, and then arrive in <strong><a href=\"https:\/\/latamobility.com\/en\/summit\/latam-mobility-conosur-2026-en\/\">Santiago, Chile<\/a>, on August 25<\/strong>, bringing together experts and strategic stakeholders to further strengthen the sustainable mobility ecosystem in the region.<\/p>\n\n\n\n<p>The tour will conclude in <strong><a href=\"https:\/\/latamobility.com\/en\/summit\/latam-mobility-mexico-2026-en\/\">Mexico City<\/a> on October 12 and 13,<\/strong> alongside the <strong>Climate Economy Forum<\/strong>, at an event that will bring together industry leaders to further drive the transition to more efficient, sustainable, and low-emission transportation systems in Latin America.<\/p>\n\n\n\n<p>The transition is already underway.
