{"id":67061,"date":"2026-06-18T05:10:00","date_gmt":"2026-06-18T10:10:00","guid":{"rendered":"https:\/\/latamobility.com\/?p=67061"},"modified":"2026-06-22T09:11:28","modified_gmt":"2026-06-22T14:11:28","slug":"andemos-centelsa-fenalco-general-motors-sistema-verde-and-sufi-join-forces-in-medellin-the-transition-to-zero-emission-mobility-requires-a-stable-roadmap-and-public-private-coordination","status":"publish","type":"post","link":"https:\/\/latamobility.com\/en\/andemos-centelsa-fenalco-general-motors-sistema-verde-and-sufi-join-forces-in-medellin-the-transition-to-zero-emission-mobility-requires-a-stable-roadmap-and-public-private-coordination\/","title":{"rendered":"Andemos, Centelsa, Fenalco, General Motors, Sistema Verde and SUFI Join Forces in Medell\u00edn: The Transition to Zero-Emission Mobility Requires a Stable Roadmap and Public-Private Coordination"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">As part of the <strong>Latam Mobility Colombia 2026<\/strong> meeting in Medell\u00edn, the panel <strong>\u201cTransition to Zero and Low-Emission Mobility: Market Challenges, Regulation, Financing and Scalability\u201d<\/strong> took place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The conversation, moderated by <strong>Helmer Acevedo<\/strong> (Senior Researcher at the <strong>International Council on Clean Transportation \u2013 ICCT<\/strong>), brought together six key players: <strong>Andr\u00e9s Chaves<\/strong> (President of <strong>Andemos<\/strong>), <strong>Camilo V\u00e9lez<\/strong> (President of <strong>Sufi<\/strong>), <strong>Evelio Molano Mart\u00ednez<\/strong> (Offer Manager Solar &amp; Grid SAM at <strong>Centelsa By Nexans<\/strong>), <strong>Katherin Uribe<\/strong> (Director of Strategic Development at <strong>Sistema Verde<\/strong>), <strong>Mar\u00eda Jos\u00e9 Bernal<\/strong> (Executive Director of <strong>Fenalco Antioquia<\/strong>), and <strong>Santiago \u00c1ngel<\/strong> (Director of Government, Communications and CSR at <strong>General Motors<\/strong>).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Throughout the session, panelists agreed on a <strong>shared diagnosis<\/strong>: Colombia is experiencing a <strong>historic acceleration<\/strong> in the adoption of low and zero-emission vehicles, but the transition still faces <strong>critical bottlenecks<\/strong> in infrastructure, regulation, financing for SMEs, and the circular economy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The dialogue made one thing clear: <strong>there is no single recipe<\/strong>. The future of sustainable mobility will depend on the ability to articulate <strong>stable policies<\/strong>, <strong>coordinated investments<\/strong>, and a <strong>profound cultural shift<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>You May Also Be Interested In |<\/strong> <strong><a href=\"https:\/\/latamobility.com\/en\/indigo-jet-taxia-life-and-medellins-tourism-secretary-agree-without-control-and-without-data-there-is-no-sustainable-mobility\/\">Indigo, JET, Taxia Life and Medell\u00edn\u2019s Tourism Secretary Agree: without Control and without Data, there is no Sustainable Mobility<\/a><\/strong><\/p>\n\n\n\n<h2 id=\"h-explosive-market-growth-figures-transforming-the-landscape\" class=\"wp-block-heading\">Explosive Market Growth: Figures Transforming the Landscape<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The panel opened with a diagnosis of the sector\u2019s current state. <strong>Mar\u00eda Jos\u00e9 Bernal<\/strong> (<strong>Fenalco Antioquia<\/strong>) shared data that set the tone: between January and May 2026, <strong>electric vehicle sales grew 217% in Colombia<\/strong> and <strong>288% in Antioquia<\/strong> compared to the same period in 2025. Hybrids, for their part, increased <strong>72% nationwide<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cConsumer trends have changed. Buyers are now demanding and are opting for much more sustainable mobility alternatives,\u201d she said. She warned that this growth has <strong>not been matched by equivalent expansion of charging infrastructure<\/strong>, creating a gap that threatens to slow the positive momentum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Santiago \u00c1ngel<\/strong> (<strong>General Motors<\/strong>) added a long-term perspective. He recalled that just a few years ago, electric vehicles represented <strong>less than 1% of sales<\/strong>, whereas today they reach nearly <strong>15%<\/strong>. \u201cIf you add hybrids, nearly 50% of the new fleet is new energy vehicles. No one else in the region has that,\u201d he emphasized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u00c1ngel<\/strong> attributed this achievement to a combination of <strong>growing supply<\/strong>, <strong>well-calibrated incentives<\/strong>, and <strong>greater environmental awareness<\/strong>. Still, he warned that heavy-duty and cargo vehicles face <strong>unresolved technological challenges<\/strong> \u2013 such as range and battery weight \u2013 making their electrification more complex.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Andr\u00e9s Chaves<\/strong> (<strong>Andemos<\/strong>) agreed that the market has responded favorably but focused on the <strong>fragility of that growth<\/strong>. \u201cColombia is a country with a very high interventionist vocation, but it represents barely 0.22% of the global automotive market. We cannot influence major global decisions, but we can scare away investment with contradictory local regulations,\u201d he warned. For <strong>Chaves<\/strong>, <strong>regulatory stability<\/strong> is not a minor detail \u2013 it is the <strong>condition that makes continued expansion possible<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Camilo V\u00e9lez<\/strong> (<strong>Sufi<\/strong>) provided the financial perspective. He revealed that three years ago, only <strong>20% of Sufi\u2019s business<\/strong> was linked to sustainable mobility; today that figure reaches <strong>64%<\/strong>. \u201cWe finance more than 3,000 units per month and have a portfolio exceeding 6 trillion pesos. Our contribution is not just rates, but an integrated value proposition,\u201d he explained. He highlighted that the financial institution has had to evolve its traditional credit models to serve segments such as <strong>small truck owners and SMEs<\/strong>, whose cash flows don\u2019t fit conventional banking standards.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/latamobility.com\/wp-content\/uploads\/2026\/06\/Panel-9b-1-1024x682.jpg\" alt=\"Latam Mobility Colombia 2026\" class=\"wp-image-67321\" srcset=\"https:\/\/latamobility.com\/wp-content\/uploads\/2026\/06\/Panel-9b-1-1024x682.jpg 1024w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/06\/Panel-9b-1-300x200.jpg 300w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/06\/Panel-9b-1-768x512.jpg 768w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/06\/Panel-9b-1-600x400.jpg 600w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/06\/Panel-9b-1.jpg 1376w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h2 id=\"h-charging-infrastructure-and-the-electrical-grid-present-technical-challenges\" class=\"wp-block-heading\">Charging Infrastructure and the Electrical Grid: Present Technical Challenges<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">One of the <strong>strongest points of consensus<\/strong> was the urgent need to expand and modernize charging infrastructure. <strong>Mar\u00eda Jos\u00e9 Bernal<\/strong> provided figures illustrating the magnitude of the gap: in <strong>Medell\u00edn<\/strong>, there is <strong>one charging station for every 377 electric vehicles<\/strong>; in <strong>Envigado<\/strong>, the ratio plummets to <strong>one for every 1,968 vehicles<\/strong>. \u201cWe need a clear roadmap to close that gap,\u201d she emphasized. She also mentioned the challenge of residential charging, especially in older buildings not designed to handle the extra demand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Evelio Molano<\/strong> (<strong>Centelsa By Nexans<\/strong>) shifted the debate to the <strong>electrical distribution network<\/strong>, which he called \u201cthe arteries of electromobility.\u201d He noted that much of the current infrastructure dates back to the <strong>1950s, 1960s, and 1970s<\/strong>, severely limiting transmission capacity. \u201cThere is conductor technology that allows doubling current capacity with the same infrastructure. The cable exists; it is RETIE-certified. The challenge is not technical \u2013 it is about upgrading and political will,\u201d he emphasized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Molano<\/strong> also stressed the need for <strong>technical training<\/strong> for electricians, engineers, and communities, as well as simplifying connection procedures. \u201cVehicle sales will no longer be a discussion among dealerships, but among whoever has the best distribution network,\u201d he stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Santiago \u00c1ngel<\/strong> agreed that the <strong>virtuous cycle of electromobility<\/strong> will only be completed when users can travel anywhere in the country without fear and find reliable charging stations. \u201cYears ago, infrastructure providers said they wouldn\u2019t install charging because there wasn\u2019t enough demand. Today demand exists. Now it\u2019s up to all of us to support the growth of stations,\u201d he said. He warned, however, that without a <strong>robust network<\/strong> and <strong>stable incentives<\/strong>, consumer confidence could crack.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, moderator <strong>Helmer Acevedo<\/strong> introduced an additional concern: the <strong>El Ni\u00f1o<\/strong> phenomenon, whose probability of occurrence exceeds <strong>90% in the second half of the year<\/strong>, with a high chance of being severe. <strong>Molano<\/strong> responded that renewable energies are safe but require storage, citing <strong>Chile<\/strong> as an example, where <strong>BESS (battery energy storage systems)<\/strong> are becoming widespread alongside solar and wind farms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>\u201c<\/em>Colombia should begin to scale up that technology so it doesn\u2019t depend so much on climate phenomena,\u201d he proposed, and insisted on the need to update <strong>RETIE<\/strong> to facilitate access to these solutions.<\/p>\n\n\n\n<h2 id=\"h-regulation-and-incentives-instability-as-a-brake\" class=\"wp-block-heading\">Regulation and Incentives: Instability as a Brake<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The second major block of the panel focused on <strong>public policy<\/strong> and its impact on <strong>investor confidence<\/strong>. <strong>Andr\u00e9s Chaves<\/strong> was forceful when referring to the recent imposition of a <strong>25% tariff<\/strong> on zero and low-emission vehicles, a measure he called \u201ca perverse incentive.\u201d \u201cWe cannot be regulating cars. We are regulating people\u2019s needs: urban supply, the country\u2019s competitiveness, and urban mobility. If we put the burden on citizens, this will never work,\u201d he stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also noted that the <strong>average age of Colombia\u2019s vehicle fleet<\/strong> exceeds <strong>19 years for passenger vehicles<\/strong> and reaches <strong>21 years for heavy cargo<\/strong>, highlighting the urgency of <strong>replacement policies<\/strong> rather than penalization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Santiago \u00c1ngel<\/strong> supported this view and added that <strong>incentives must be maintained over time<\/strong>. \u201cEvery time there\u2019s a change of government, the discussion comes up about what should be kept and what shouldn\u2019t. The recommendation is that hopefully what exists stays,\u201d he requested. He pointed out that heavy and cargo vehicles face additional technological challenges (range, battery weight, economic feasibility), so making those products even more expensive is counterproductive. \u201cThat policy prevents that market from taking off at the same speed and intensity as light vehicles,\u201d he concluded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mar\u00eda Jos\u00e9 Bernal<\/strong> added the voice of the business community. \u201cBusiness owners demand simple, clear, and stable regulation. No more changes every four years. We need confidence to make structural decisions,\u201d she stated. She highlighted that <strong>driving restrictions<\/strong>, <strong>tariff benefits<\/strong>, and <strong>tax incentives<\/strong> weigh heavily on purchasing decisions, and asked that these tools be maintained over the medium and long term. She also mentioned that <strong>road infrastructure<\/strong> is another forgotten component: the growth of the vehicle fleet has not been matched by equivalent investments in roads and connections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Camilo V\u00e9lez<\/strong> agreed that <strong>regulatory stability is essential<\/strong> for the financial sector to offer long-term products. <em>\u201c<\/em>There cannot be back-and-forth. Trust is built with clear rules that endure,\u201d he argued.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/latamobility.com\/wp-content\/uploads\/2026\/06\/Panel-9c-1-1024x682.jpg\" alt=\"Latam Mobility Colombia 2026\" class=\"wp-image-67324\" srcset=\"https:\/\/latamobility.com\/wp-content\/uploads\/2026\/06\/Panel-9c-1-1024x682.jpg 1024w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/06\/Panel-9c-1-300x200.jpg 300w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/06\/Panel-9c-1-768x512.jpg 768w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/06\/Panel-9c-1-600x400.jpg 600w, https:\/\/latamobility.com\/wp-content\/uploads\/2026\/06\/Panel-9c-1.jpg 1376w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h2 id=\"h-inclusive-financing-small-truck-owners-and-smes\" class=\"wp-block-heading\">Inclusive Financing: Small Truck Owners and SMEs<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Camilo V\u00e9lez<\/strong> delved into a less visible but important topic: <strong>financing for small transporters and SMEs<\/strong>. \u201cThe big challenge is not large companies with leasing, but SMEs and small truck owners. We have to move away from traditional credit studies and understand their reality: their contracts, their cash flow, their operation,\u201d he explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He revealed that <strong>Sufi<\/strong> has developed <strong>flexible credit models<\/strong> through its Consumer Finance division, moving away from traditional banking to serve this segment. \u201cWe have to believe in and bet on that business model,\u201d he stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As necessary milestones for scaling sustainable financing, <strong>V\u00e9lez<\/strong> mentioned three elements: <strong>regulatory stability<\/strong>, a <strong>clear perception of profit<\/strong> for businesses, and <strong>building trust<\/strong> in the sustainable mobility ecosystem. \u201cIf we solve that, I am sure we will be much more effective in development, both for small truck owners and for any mobility sector,\u201d he concluded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Andr\u00e9s Chaves<\/strong> supported this approach, noting that without <strong>vehicle fleet replacement policies<\/strong> and <strong>accessible financing lines<\/strong>, the transition will become slower and more unequal. \u201cIt\u2019s not about selling more new cars, but about replacing old, polluting vehicles with safer, cleaner ones. That requires public and private resources working together,\u201d he stated.<\/p>\n\n\n\n<h2 id=\"h-circular-economy-the-invisible-but-vital-link\" class=\"wp-block-heading\">Circular Economy: The Invisible But Vital Link<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Katherin Uribe<\/strong> (<strong>Sistema Verde<\/strong>) introduced an aspect that adds another dimension: <strong>what happens to the waste generated by the transition<\/strong>. \u201cWe don\u2019t understand sustainable mobility if we don\u2019t also look at closing the loop. For 10 years we have been working on circular management of used tires, lead-acid batteries, and automotive sector packaging,\u201d she explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Uribe<\/strong> issued a <strong>long-term warning<\/strong>: within <strong>8 to 15 years<\/strong>, Colombia will face an <strong>avalanche of spent lithium-ion batteries<\/strong>. \u201cThe accelerated growth of electric mobility is wonderful, but we need infrastructure, research, and technology to provide an environmental solution. And today we have neither a clear policy nor incentives for this,\u201d she noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She proposed <strong>three key signals<\/strong> for the next government: <strong>regulatory stability<\/strong>, <strong>maintenance of incentives<\/strong>, and <strong>rules of the game set for 15 or 20 years<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She also called for greater enforcement of <strong>extended producer responsibility<\/strong>, to prevent companies that comply with environmental regulations from competing unfairly with those that do not. \u201cMany companies invest significant resources to close the loop on their waste, but others stay outside. The responses reflected a shared diagnosis but with different emphases:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Andr\u00e9s Chaves<\/strong> (<strong>Andemos<\/strong>): \u201cThe energy transition in the automotive sector is a people-driven phenomenon. We need to regulate only what is strictly necessary and make it easier for people to continue embracing it. Without regulatory stability, without a vehicle fleet replacement policy, we will be condemned to have old, polluting fleets for many more years.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Camilo V\u00e9lez<\/strong> (<strong>Sufi<\/strong>): \u201cMobility is a basic need for people and businesses. It must be an industry that receives a lot of attention, development, and stability. We need the new government to understand that financing sustainable mobility is not charity \u2013 it\u2019s a bet on the country\u2019s efficiency and competitiveness.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Evelio Molano<\/strong> (<strong>Centelsa By Nexans<\/strong>): \u201cWe need support for Colombian manufacturing industry. There are companies that comply with all regulations and export. The new government needs to understand that the energy transition is also built with domestic industry. Not everything can be imported. We all build the electrical grid together.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Katherin Uribe<\/strong> (<strong>Sistema Verde<\/strong>): \u201cStrengthen companies. They are the ones generating economic impact, research, and development. The president should keep them very much in mind on his agenda. And he should not forget that sustainability does not end when the vehicle leaves the dealership \u2013 it ends when its waste also has an environmentally safe destination.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mar\u00eda Jos\u00e9 Bernal<\/strong> (<strong>Fenalco Antioquia<\/strong>): \u201cWithout security, there is no confidence for investment. This sector requires strategic investment and foreign trade relations. Less taxes and less regulation: business owners dedicate more than 5,000 hours a year to complying with state regulations. The effective tax rate exceeds 70%. For every 100 pesos a company earns, 70 go to the state. The next government will have to have a unique ability to cut public spending, lower taxes, and renegotiate debt. All of that sends signals to investment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Santiago \u00c1ngel<\/strong> (<strong>General Motors<\/strong>) was not present at the close due to scheduling commitments, but during the panel he left a clear message: \u201cThe recommendation is that hopefully what exists (in terms of incentives) stays. Colombia has been doing its homework well. Let\u2019s not dismantle what has cost us to build.\u201d<\/p>\n\n\n\n<h2 id=\"h-a-transition-with-clear-rules-and-coordinated-work\" class=\"wp-block-heading\">A Transition with Clear Rules and Coordinated Work<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The panel <strong>\u201cTransition to Zero and Low-Emission Mobility\u201d<\/strong> left several certainties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>First<\/strong>: the Colombian market has already changed.
