With the support and advice of international industries, specifically from South Korea, Paraguay is making significant progress in electric mobility.
At the beginning of 2023, authorities from the Ministry of Industry and Commerce (MIC) and the Korea International Cooperation Institute for Advancement of Technology (KIAT) signed an agreement for the development of an auto parts manufacturing center for electric cars.
The KIAT, which depends on the Asian country, will support and finance the project led by the Automotive Technology Institute of this country (Katech), an organization that already has an agreement with the MIC to install a technology center in the Itaipu Technology Park (PTI), in Hernandarias.
The agreement is already beginning to bear fruit with the first steps for the implementation of the pilot project for the industrialization of electric cars. In the analysis of the capacities and technical solutions, the good conditions for the start of this work are highlighted.

Technology and Assistance
Paraguay’s Vice Minister of Industry, Francisco Ruiz Díaz, highlighted that the program is of great importance for the country, and that in the last year it has advanced quite rapidly and with great impact.
“As a result of this project, basically what Paraguayan industries obtained were specific products, such as, for example, the hiring of a group of Korean experts who came to assist local companies in terms of the quality of their production processes, and in turn these experts identified some shortcomings they had”.
He emphasized that this final report determines that there is an automotive industrial base in Paraguay that is very important, which allows them to have a starting point.
“The continuity of the program itself through what corresponds to electric mobility is fundamental, taking into account that electric energy is abundant. So a market based on electric mobility would give the country greater autonomy in terms of the trend of non-renewable resources, such as those derived from fossil fuels, and that in turn brings very important benefits, foreign exchange savings, generation of more jobs, and at the same time a positive impact on environmental issues,” Ruiz Díaz stressed.
General Strategy
The presentation made by Paraguay’s Vice Minister of Industry is part of the Multimodal Electric Mobility Master Plan for Urban Public Transport and Logistics, which is a public policy tool that complements the National Electromobility Strategy.
This roadmap defines the minimum quality criteria, a framework of measures, activities and programs to advance in the implementation of quality public transportation, low in emissions and that responds to the guidelines established in the National Development Plan Paraguay 2030, the National Determined Contributions (NDC) and the National Strategy for Electric Mobility.
