Mexico Advances in Legislation to Promote Sustainable Mobility

The Congress of Tlaxcala, Mexico, approved amendments to the Law of Communications and Transportation of the State, regarding the Public Transportation System of Passengers through Technological Alternatives for Sustainable Mobility, and State Roads and Highways Concessions.

The Joint Commissions of Constitutional Points and Mobility, Communications and Transportation, prepared the opinion by which the possibility of developing projects that implement technological innovation and sustainable mobility was incorporated to the state legislation.

According to the report of the local media Pasajero 7, with the legal additions endorsed by the members of the Legislature, conditions are established to create a Public Passenger Transportation System, through technological alternatives for sustainable mobility, and to grant concessions to build, operate, exploit, conserve and maintain state roads and highways.

Proposal’s Focus

One of the objectives of the legislation is to increase the state’s competitiveness in both areas, through the implementation of sustainable mobility alternatives and solutions for the improvement and preservation of the environment, and its efficient management, aimed at automation, as well as the reduction of the negative externalities of travel in the state.

The new public transportation system contemplated in the law may be installed, prior analysis and with the participation of the municipalities in which it will be implemented, to guarantee its regulation, and that its operation is carried out exclusively on roads with lanes reserved for such purpose.

Regarding road and highway concessions, the use of recycled materials must be prioritized, as well as the use of renewable energies, and in general, all kinds of sustainable measures that contribute to the protection of the environment, that comply with durability and road safety standards.

With the amendment, the resulting concessions will have a term of up to 30 years with the authorization of the State Congress, which must guarantee sustainable mobility and the necessary road infrastructure to meet the needs and demands of the people of Tlaxcala.
