Peru: Bill Presented to Promote Electric Vehicle Use

The Peruvian Congress presented a bill that seeks to promote and massify the use of electric vehicles in public passenger transportation services nationwide.

The purpose of the initiative is to promote a quality public transportation system for the user, as well as to reduce greenhouse gas emissions and other pollutants.

In this sense, it states that the concession contracts under the Public Private Partnership (PPP) modality, related to the public passenger transportation service of the mass system, must promote the acquisition of electric and hybrid vehicles over those that produce such emissions.

Guidelines and Vehicle Types

According to the local media Gestión Perú, the bill states that the concession contracts related to the service must implement incentives for the acquisition of electric and hybrid vehicle fleets, without demanding additional public budget.

The bill indicates the categories of vehicles to be considered in the concession contracts.

In the complementary provisions, the initiative proposes the creation of a Multisectorial Technical Commission for the Promotion of Electromobility, which will have the purpose of proposing the National Electromobility Policy.

It will be composed of representatives from the Ministry of Transport and Communications (MTC); the Urban Transport Authority for Lima and Callao (ATU); the Ministry of Energy and Mines (Minem); the Ministry of Environment (Minam); and the Ministry of Economy and Finance (MEF).
